Redeploy Bug Fixes
Fixes several redeploy issues including activity panel showing wrong status, progress not appearing in real-time, and duplicate log entries during zero-downtime deployments.

5- Fixed Activity panel showing "Failed" for successful redeployments after changing environment variables
- Fixed redeploy progress showing "Complete" while the build is still running — progress view now always starts fresh
- Fixed redeploy progress not appearing until the deployment finished — real-time progress now appears within a second
- Fixed "Resume Deployment" button appearing in the status bar after a modal redeploy — now only appears for wizard-based deployments
- Fixed duplicate status events and log entries during zero-downtime redeployments
